Over the weekend, trade talks between the two countries collapsed and President Trump, claiming Canada had mistreated the U.S., imposed a 50 percent tariff on some imports. To do so, he invoked a little-known authority from a 1930 law that some trade lawyers call obsolete. The legal fuzziness means the Trump administration may soon have to defend itself again in court.
