Step-by-Step: How to Register and Participate
Unlike traditional physical auctions, these bidding wars will happen completely online, meaning you can join from anywhere. However, there are strict compliance benchmarks set by the Ministry of Finance to ensure legitimate transactions. To participate, make sure you complete these three requirements ahead of time:
- Register on SICOP
All bidding goes through the Sistema Integrado de Compras Públicas (SICOP), the official public procurement platform. You must have an active, verified user account on the system to log in and look at active bidding tables. - Secure a Valid Electronic Signature
To ensure identity authentication and bind bids legally, a valid electronic signature (firma digital) is required. Make sure your certificates are fully updated and operational before the auction date arrives. - Submit the 25% Guarantee Deposit
Before you are allowed to place a bid on a specific lot, you must deposit a financial guarantee equal to 25% of the baseline starting price for that item. The transaction receipt must be scanned and submitted through the platform to unlock your bidding capability.
The Bidding Process: Anonymous and Secure
To preserve complete fairness, all offers submitted via the SICOP platform are encrypted and kept entirely anonymous throughout the live window. Once the clock runs down and the auction closes, the system automatically processes the highest successful bid. The platform will instantly issue electronic purchase vouchers to the winners. Additionally, it will seamlessly interface with national tax infrastructure to cross-reference and verify the tax status of the successful participants prior to releasing the goods.
