Flour spill (Pixabay)International sales for all types of exported flours totaled US$8.3 billion during 2025.
That dollar amount results from a 10% increase from five years earlier in 2021 when flour exports were worth $7.53 billion.
Year over year, the value of globally exported flours fell by -6.6% compared to $8.9 billion starting in 2024.
The 5 biggest exporters of flours are Türkiye, Germany, Uzbekistan, Kazakhstan and Italy. Collectively, that cohort of major suppliers generated 36.2% of all flours sold on international markets during 2025.
A granular food powder made by grinding raw grains or roots, flour is a key ingredient in dietary staples such as bread, pastries and stews.
Different types of flours in 2025: Almost two-thirds (65.6%) of globally exported flours was made from wheat or meslin flour, while 18.3% was derived from other cereals (excluding wheat and meslin).
Another 13.6% of the overall total is attributable to peas, beans, lentils and other dried leguminous vegetables. Finally, 2.4% was potato-based flour.
From a continent perspective, $3.2 billion or 38.3% worth of all flour exports worldwide during 2025 originated in Europe.
In second place were suppliers in Asia (33.9%) trailed by Africa (10.2%), North America (9.8%) then Latin America (6.8%) plus the Caribbean. The smallest continental entity for generating international flour sales was Oceania via a tiny 0.9% share led by Australia.
For research purposes, the 4-digit Harmonized Tariff System code prefix is 1101 for wheat or meslin flour, 1102 for other cereal flours, 1106 for flour made from peas, beans, lentils and similar dried leguminous vegetables. The 6-digit HTS prefix is 110510 for potato-derived flour.

Leading international sales gains for this commodity from 2024 to 2025 were suppliers in: Uganda (up 132.3%), Spain (up 48.4%), Netherlands (up 24.8%), Italy (up 12.7%) and Serbia (up 12.1%).
Enduring the greatest percentage declines were wheat or meslin flour exporters in Russia (down -47.7% from 2024), Egypt (down -31%), Türkiye (down -24.5%), Vietnam (down -19.4%) and Belgium (down -17.1%).

Four among the listed suppliers recorded double-digit declines year over year, namely India (down -32.6% from 2024), Uganda (down -24.2%), Mexico (down -11.9%) and Rwanda (down -11%).

The United Arab Emirates endured the greatest decline (-75.7%) in its year-over-year flour export sales. Other severe double-digit drops were experienced by suppliers in Germany (down -53.3% from 2024), Thailand (down -46.6%), France (down -43.7%) and Malaysia (down -34.3%).

The value of exports for dried legumes-based flour retreated by the most for competitors in Thailand (down -25.8% compared to 2024), Brazil (down -20.8%), Peru (down -18.2%), Indonesia (down -10.7%) and Poland (down -10.1%).
