Detective Leading Senior Constable Neal Thompson, 59, and Vadim De Waart-Hottart, 35, were both killed by Freeman on August 26.
Thompson, pictured below, joined Victoria Police in September 1987 and spent seven years in general duties at Collingwood Police Station.
He worked as a detective at the Major Fraud Squad and the State Crime Squad, before taking up his most recent post at Wangaratta CIU in July 2007.
Thompson has been described as an "adventurer who loved all things outdoors".
"Neal had spent the past six years alongside his partner, Lisa, the love of his life," police said in a statement last year.
De Waart-Hottart, pictured below, graduated and entered the force in 2019 and was stationed in Maryborough and St Kilda before joining the Public Order Response Unit.
His parents remembered him as a "beautiful, kind, wise, joyful boy".
De Waart-Hottart was also known to be a dedicated officer with an unshakeable nature, calm confidence and a drive to help others.
